Zameldowanie is the registration of your home address with the local municipality. Foreigners living in Poland may be required to complete it, with different deadlines depending on nationality, family status and the intended length of stay.

For most newcomers, the practical task is to register a temporary address using identification, the appropriate residence documents and evidence relating to the accommodation.

Address registration does not give you permission to stay in Poland or replace a residence permit. It is a separate administrative requirement. This guide explains how to complete it and how to handle common problems, including missing landlord confirmation.

At a glance

  • Polish name: zameldowanie; often informally called meldunek.
  • Responsible office: the municipality where the property is located.
  • Main deadlines: generally 30 days for EU, EEA and Swiss citizens and qualifying family members; four days for most other foreigners, when the registration obligation applies.
  • Registration fee: free.
  • Main documents: registration form, identification, applicable residence documents and evidence relating to the property.
  • PESEL: address registration can trigger assignment if you do not already have one.
  • Key distinction: registering an address does not legalise your stay.

What does zameldowanie actually do?

Zameldowanie records that you live at a particular address. Polish law describes it as a registration measure confirming the fact of residence there.

It does not make you the owner of the property or create a tenancy. Your right to occupy the accommodation comes from a separate basis, such as ownership or a rental agreement. Population Registration Act, Article 28.

Three terms are particularly useful:

Polish term Meaning
Zameldowanie na pobyt czasowy Registration at a temporary address
Zameldowanie na pobyt stały Registration at a permanent address
Wymeldowanie Deregistration from an address

The words “temporary” and “permanent” also appear in immigration terminology. Their use on an address-registration form does not turn that form into an application for an immigration permit.

For EU citizens, rejestracja pobytu obywatela UE — registration of an EU citizen’s residence — is another separate procedure, handled by the provincial governor rather than the municipality. Ministry of the Interior: entry and residence rules.

Who must register, and when?

The deadline is counted from arrival at the address concerned. It is not simply counted from the date you first crossed the Polish border.

Your circumstances General rule
EU, EEA or Swiss citizen, or qualifying family member, moving in permanently Register by the 30th day after arrival at the address
The same group, planning a temporary stay at the address lasting more than three months Register by the 30th day after arrival at the address
Most other foreigners, where the intended stay in Poland exceeds 30 days Register by the fourth day after arrival at the address
Foreigner whose stay in Poland will not exceed 30 days Generally exempt from address registration

The nationality distinctions and deadlines are set out in the Population Registration Act and illustrated in Poznań’s guidance for foreign residents.

The length-of-stay threshold is not a waiting period. If an EU citizen moves into an apartment for a year, they should not wait three months before registering. Similarly, a non-EU newcomer planning six months in Poland should not wait until day 31.

Qualifying family relationships can change the applicable category. If you rely on family-member rights or a special protection arrangement, confirm your position with the municipality rather than deciding from your passport alone.

Should you register a temporary or permanent address?

Temporary registration records an address where you are staying for a declared period. Permanent registration concerns the place where you live with the intention of remaining permanently.

For many non-EU newcomers holding a visa or temporary residence permit, temporary address registration is the relevant procedure.

Permanent address registration requires the appropriate documents for your status. For non-EU nationals outside the applicable family-member arrangements, qualifying documents include permanent residence or long-term EU resident permits and specified protection documents. A long rental contract alone does not establish eligibility. Warsaw: permanent address registration for foreigners.

For most other non-EU foreigners, the declared temporary registration period cannot exceed the documented period of lawful stay. Address registration does not extend a visa or permit. Population Registration Act, Article 41.

How to register your address

1. Find the correct municipal service

Use the municipality responsible for the property. Look for urząd gminy, urząd miasta or, in Warsaw, the relevant district-office service.

Search the office’s website for “zameldowanie cudzoziemca”. Check whether it requires an appointment and which location handles registration.

Booking arrangements vary. For example, Poznań’s published guidance requires an appointment for in-person service. Poznań: address registration for foreigners.

2. Complete the appropriate form

Choose:

  • zgłoszenie pobytu czasowego for temporary registration; or
  • zgłoszenie pobytu stałego for permanent registration.

Prepare a separate form for each person, including children. For temporary registration, provide the intended period of residence.

3. Prepare identification and residence evidence

Requirements depend on your status:

  • EU, EEA and Swiss citizens generally present a valid passport or another valid document confirming identity and nationality.
  • Qualifying non-EU family members present a passport and the relevant family-member residence document or other accepted evidence.
  • Other foreigners present a passport and the visa, residence document or other evidence appropriate to their lawful stay.

Visa-free visitors and people with pending residence applications have distinct documentary situations. Do not assume that everyone must already possess a residence card. Warsaw: temporary registration document requirements.

4. Bring the accommodation documents

If you have a legal right to occupy the property, bring evidence, such as a tenancy agreement, ownership record or relevant decision.

If you have no such document yourself, the procedure normally requires evidence of the owner’s or another entitled person’s right to the property, together with confirmation that you live there.

Use the government’s address-registration service for foreigners to check the document list for your circumstances.

5. Submit the documents and check the result

At the office, present the signed form and originals required for inspection. Check the registered address and, for temporary registration, the end date.

A complete, straightforward case can be handled promptly. If evidence is missing or residence at the address is disputed, an administrative enquiry may be necessary.

Does the landlord have to agree?

The landlord’s role is often misunderstood. Confirmation on the registration form concerns the fact that you live at the address. It is not permission to acquire rights over the property.

Poznań’s official guidance explicitly distinguishes confirming residence from giving consent to registration. Poznań: registration by administrative decision.

A tenancy agreement can establish your own legal title to the accommodation. The person confirming residence does not always have to be the property owner; another person with a legal title, such as a tenant, may be relevant. Bring your agreement and ask the office how the confirmation section should be completed in your circumstances.

If the landlord refuses to cooperate, explain exactly what you have:

  • a signed tenancy agreement;
  • another document giving you a right to occupy;
  • or no written document confirming that right.

Those situations may require different handling.

What if you cannot obtain the required confirmation?

You can ask for zameldowanie w drodze decyzji administracyjnej — registration through an administrative decision.

Submit the registration form and a written explanation of why the usual documents or confirmation are unavailable. The municipality investigates whether you actually live at the address and issues a decision.

This is not necessarily a same-day process. Warsaw’s guidance gives a general timeframe of one month, or two months for particularly complicated cases. Follow requests for evidence and the appeal instructions included with any decision. Warsaw: registration by administrative decision.

The enquiry concerns the real residence situation. It is not a way to register at an address where you do not live.

Can you register online?

Online registration is available for eligible applicants through the government service, using an accepted electronic signature or authentication method such as Profil Zaufany, the Trusted Profile.

Availability depends on your status and the documents that must be checked. If you do not yet have a PESEL, plan an in-person visit and confirm attendance requirements for any children you are registering.

Automatic online registration has additional conditions, including a successful match with property-register information. Submitting an electronic form does not always mean registration is completed automatically. Gov.pl: address registration for foreigners.

Current municipal guidance also identifies e-Doręczenia, Poland’s electronic registered-delivery system, as relevant to online confirmations and certificates. Follow the live service instructions before starting. Warsaw: online registration information.

How much does registration cost?

Address registration itself is free. A certificate or representative’s authorisation can involve a separate fee.

Item Standard position
Registering an address Free
First certificate issued with permanent registration Free
Requested temporary registration certificate Normally PLN 17
Filing a power of attorney where stamp duty applies Normally PLN 17; specified close-family exemptions apply

Ask whether you actually need a separate certificate and whether an exemption applies. Use your own municipality’s payment instructions. Poznań: registration fees.

Will you receive a PESEL?

If you do not already have a PESEL, registering an address for a stay of more than 30 days normally triggers its assignment automatically.

Tell the official if you already have a number. Moving home does not mean applying for another one.

If you cannot register an address but need a PESEL on a valid legal basis, there is a separate application procedure. Receiving a PESEL that way does not complete address registration. Gov.pl: PESEL service for foreigners.

What happens when you move out?

Keep the registration consistent with where you actually live.

If you leave a temporary address before the declared end date, report deregistration by the day you move out. You can normally combine deregistration from the old address with registration at the new one.

Temporary registration expires automatically at the end of its recorded period, but that does not remove the obligation to report an earlier departure.

If you remain at the address beyond the registered period, arrange a new registration for the further stay, supported by the appropriate documents. Gov.pl: deregistering a temporary address.

Also check who else needs your new address. Treat an employer, bank and authority handling an ongoing case as separate contacts rather than assuming that one municipal notification updates every record.

What to do next

  • Identify your registration category and deadline.
  • Check the municipality’s appointment system and current document checklist.
  • Prepare your tenancy or ownership evidence and the correct form.
  • If confirmation is unavailable, ask about the administrative-decision procedure.
  • Check your PESEL and registered end date after completion.
