The usual way to get a PESEL number is through address registration. If you register your address in Poland for a stay of more than 30 days and do not already have a PESEL, one is assigned automatically.
If you cannot register your address but need a PESEL because a legal requirement applies to you, you can submit a separate application at a municipality office. You must identify that legal basis on the form.
Both routes are free. The important first step is choosing the right one: registering an address and applying only for a PESEL are different procedures. Gov.pl: PESEL service for foreigners.
At a glance
- What it is: an 11-digit personal identification number.
- Main routes: automatic assignment through address registration, or a separate application supported by a legal basis.
- Where: a municipality office, usually called urząd gminy or urząd miasta.
- PESEL fee: free.
- What to prepare: identification and documents for the route you are using.
- Attendance: plan an in-person visit, particularly when obtaining your first PESEL.
- Important distinction: an ordinary PESEL number does not grant permission to live or work in Poland.
What is a PESEL number?
PESEL is the identification number used in Poland’s population register. Its 11 digits identify an individual and include an encoded date of birth.
You will encounter it when dealing with public administration, tax and other services. It helps organisations match information to the correct person. Gov.pl: What a PESEL number is.
A PESEL is not a visa, residence permit or work permit. Receiving one does not settle your immigration position. Equally, having a legal right to stay in Poland does not mean you have already been assigned a PESEL.
Before applying, check any previous Polish registration documents. If you already have a number, tell the office rather than requesting a new one.
Which route should you use?
| Your situation | Where to start |
|---|---|
| You are registering your Polish address for a stay of more than 30 days | Complete address registration; a PESEL is assigned automatically if you do not have one |
| You cannot register your address but an applicable legal requirement means you need a PESEL | Submit a separate PESEL application |
| You already have a PESEL but have lost the confirmation | Ask about checking your existing record, rather than applying for another number |
| You are seeking registration connected with temporary protection and UKR status | Check the dedicated protection procedure before using the ordinary application |
The separate PESEL application does not itself register your address or remove any address-registration obligation.
Route 1: get a PESEL through address registration
Zameldowanie means registering your place of residence at an address. It is handled by the municipality responsible for that address.
For a first PESEL through this route, the government’s address-registration guidance directs applicants to visit the office personally.
1. Check the documents for your nationality and status
Prepare the appropriate permanent or temporary address-registration form, valid identification and the documents required for your residence situation.
EU, EEA and Swiss citizens can generally use a valid passport or another accepted document confirming identity and nationality. Other nationals need a valid travel document and the immigration documents applicable to their circumstances.
2. Prepare evidence relating to the accommodation
Bring the relevant document showing your right to occupy the property, such as a tenancy agreement. Depending on your situation, confirmation from the owner or another person entitled to the property may also be required.
3. Submit the registration
Visit the municipality where the property is located. Explain that you do not yet have a PESEL and check how you will receive confirmation of its assignment.
Use the government’s address-registration service for foreigners to select the requirements matching your situation.
Do not confuse this with immigration residence registration. For EU citizens, registration of residence with the provincial governor is a separate procedure from municipal address registration. Ministry of the Interior: entry and residence rules.
Route 2: apply separately for a PESEL
This route requires a podstawa prawna — the legal provision explaining why you must have a PESEL.
1. Establish the legal basis before your visit
If an authority such as the tax office or Zakład Ubezpieczeń Społecznych (ZUS), Poland’s social insurance institution, requires your PESEL, ask it to identify the relevant provision.
Writing “for work” or “for a bank account” describes a practical reason, but does not identify a legal basis. Avoid copying a provision from an online discussion without checking that it applies to you.
2. Download the official form
Use the wniosek o nadanie numeru PESEL — application for assignment of a PESEL number — linked from the government service page.
The form asks for personal information, including names, birth details, citizenship, identity-document information and the legal basis for assignment. Complete the relevant fields carefully and sign it by hand. Official PESEL application form.
3. Bring identification and supporting documents
Take your original identity document and documents confirming the information entered on the form. If you are unsure what evidence is needed for a particular field, check with the municipality before visiting.
The ordinary application’s published checklist does not require a passport photograph. Do not mix it up with the separate UKR registration procedure.
4. Submit it at a municipality office
A separate application can be submitted to any municipality office. In Warsaw, the relevant service is provided through district offices.
Check the chosen office’s booking arrangements and look for the service named “nadanie numeru PESEL”. Warsaw, for example, provides an appointment-booking link on its PESEL application page.
5. Check the confirmation
When you receive the assignment notification, check your name and other personal details. Keep the document somewhere you can find it when completing later applications.
Can you apply online or through another person?
For a separate ordinary PESEL application, current legislation specifies a paper form with a handwritten signature.
Since 1 January 2026, personal attendance has been required for applicants outside the exempt categories. These include EU, EEA and Swiss citizens and qualifying family members, together with specified UK nationals and family members covered by the Withdrawal Agreement. There is also an exception for children born in Poland.
British citizenship alone does not establish the Withdrawal Agreement exception.
If you intend to use a representative, first confirm that your circumstances allow it. An agent cannot replace legally required personal attendance. Population Registration Act, Article 18.
How much does it cost, and how long does it take?
Assignment of a PESEL is free. You do not need to buy an intermediary service.
The government says the office accepts the application immediately and issues an assignment notification where there are grounds to allocate the number. This is not a promise that every case will be completed during one visit. Missing information or documents may need to be resolved first. Gov.pl: PESEL service for foreigners.
Address registration is also free, but a separate certificate can carry a charge. For example, a requested temporary address-registration certificate normally costs PLN 17. That is a certificate fee, not a PESEL fee. Gov.pl: address registration.
What if your employer needs a PESEL for tax reporting?
For an individual who does not conduct business, is not registered for VAT and is not a payer of taxes or social and health-insurance contributions, PESEL is generally the correct Polish tax identifier.
Numer Identyfikacji Podatkowej (NIP) is a different tax identification number. It applies in other circumstances, including relevant business situations. Do not assume that a foreign employee should obtain a NIP simply because they lack a PESEL.
Ask payroll which identifier applies and obtain the relevant legal basis for your application. Once assigned, give payroll your correct number. The tax authority warns against entering invented identifiers or repeated digits in tax forms. Ministry of Finance: taxpayer identifiers in PIT reporting.
What if something goes wrong?
The office asks you to correct the application
Read the request promptly. Article 18 provides a seven-day period to remedy specified deficiencies; failing to do so can result in the application being left unexamined. Follow the deadline and instructions in your notice. Population Registration Act.
Your name does not match another system
Check the spelling against your identity document and PESEL record before opening further accounts. Even a one-letter difference can prevent confirmation of a Trusted Profile. Ministry of Digital Affairs: Trusted Profile.
You have lost your PESEL confirmation
Losing the paper does not mean you need a new number. The government provides a service to inspect your own PESEL-register data and obtain a certificate. Check its current authentication and delivery requirements. Check your data in the PESEL register.
Is PESEL UKR the same procedure?
No. UKR is a status recorded in connection with the protection arrangements for eligible people displaced from Ukraine. It is not simply another name for every PESEL held by a Ukrainian citizen.
The dedicated procedure has its own eligibility, evidence and biometric requirements. If that is your situation, use the official PESEL and Trusted Profile service for people displaced from Ukraine.
An ordinary PESEL application should not be treated as a substitute for registering the appropriate protection status.
What should you do after receiving your number?
Give the number to organisations that legitimately need it, such as your employer’s payroll team. Check whether records previously created using your passport need updating.
You can also consider setting up a Profil Zaufany — Trusted Profile — to confirm your identity and sign documents for many online public services. Receiving a PESEL does not automatically create one under the ordinary procedure. Trusted Profile: official questions and answers.
Adults can additionally use zastrzeżenie numeru PESEL, a free protective restriction designed to reduce identity misuse in specified transactions. Foreigners can request it at a municipality office; online options depend on access to the relevant authentication service. Gov.pl: restrict or unrestrict your PESEL.
What to do next
- Decide whether address registration or a separate PESEL application fits your circumstances.
- Check your chosen municipality’s appointment system and document requirements.
- If applying separately, obtain the applicable legal provision before completing the form.
- After assignment, check your details and update payroll or other relevant records.
- Consider setting up a Trusted Profile for future administrative tasks.
